Land Disturbing/Erosion and Stormwater Management

Activities that disturb land require certain stormwater run-off management activities.  These requirements are in place, in accordance with the Clean Water Act and the EPA National Pollutant Discharge Elimination System, to prevent water pollution to the maximum extent possible and to ensure no adverse impact to downstream properties and waterways.

  • Construction Site Erosion and Sediment Control (COSESCO) Permit. Required for any project which:
    • Disturbs more than 5,000 sq ft of land (grading, additions, redevelopment);
    • Is new construction; or
    • Is part of a larger common plan of development, such as a subdivision.
  • Post Construction Stormwater Management.
    • Water quality practices are required to be incorporated into the design and construction of any project which adds 5,000 sq ft of new impervious surface.
    • Detention is required for any project which:
      • Disturbs more than 5,000 sq ft of land (grading, additions, redevelopment);
      • Is new construction; or
      • Is part of a larger common plan of development, such as a subdivision.
  • Demolition Permit. Required for all demolition projects.
  • Fill Permit. Required for all activities which require fill to be placed. May require a Floodplain Development Permit if filling in a floodplain.
