November 16, 2021 – A Public Hearing will be held on the Ordinance amending ward and precinct boundaries established from last year’s Census and Council will discuss first consideration of the Ordinance. The boundaries reflect the underlying state law criteria including contiguousness, compactness, and following state legislative boundaries. City GIS staff has done a great job implementing these nonpartisan rules to move the least amount of voters and maintain compact wards.
After a nearly two-year planning effort with substantial public input, HR Green presented the final draft of the Mississippi River Flood Resiliency Plan to City Council during a Work Session last Tuesday. Council will consider accepting the plan as a guide for future flood mitigation actions, which includes non-structural and structural flood mitigation systems/programs that support the City’s Flood Plan objectives, increase operation efficiency, and enhance transportation routes during times of river flooding. Council will consider accepting an agreement with the Iowa Department of Transportation for the Urban-State Traffic Engineering Program (U-STEP) project which will provide state funding of 55% to install new traffic signals at the intersection of Brady Street and Lombard Street. This intersection met two different traffic signal warrants in the Manual on Uniform Traffic Control Devices: eight-hour vehicular volume and coordinated signal system. These signals will help traffic safely enter Brady Street from Lombard Street and provide a place for pedestrians to cross. The signals will be pre-timed and coordinated with the signals at Brady and Locust.
