Move to Electronic Permit Application System

With the change, we have cut a lot of the hassle of filling out redundant fields, and the new system allows for digital submission from the field using a phone, tablet, laptop, or computer virtually anywhere. While our most commonly used applications are moving to 100% online, you can still visit us at the permit counter or print the online form, fill it out, and mail it to our office at Davenport Public Works Center, ATTN: Building Division, 1200 E 46th St, Davenport, IA 52807.

Another benefit of the new system is that everything can be done electronically. From invoicing to payment, the new system is about the efficient use of everyone's time.

Here's what everyone needs to know as we move forward. Beginning Monday, May 20, the most commonly used building, excavation, and right-of-way permits will only be available electronically. The following permit applications will be 100% electronic. We will continue modernizing our system and adding more applications over time.

» Individuals and agencies are welcome to begin using the new system any time before May 20. Just keep in mind you will need your Contractor ID Number. Contractor ID Numbers are being mailed via postcard and should arrive in mailboxes the week of April 29. Homeowners will find their ID on the website application. Contractors who misplaced or did not receive their ID should call our Building Division at 563.326.7745. Agencies new to the area must set up an account with our Building Division by calling 563.326.7745.

» With the new system, completed applications go straight to staff. Staff will review and process applications as promptly as possible. Please know that applications will not be processed after hours, on weekends, or on holidays.

Staff may reach out to you if there are questions about an application.

Once the application is processed, an invoice is sent to the applicant.

Upon receipt of payment (this can be done on-line, by mailing a check, or at the counter), a permit is emailed back to the applicant. High permit volume contractors and utilities ( > 5 permits a week) wishing to set up weekly or monthly payment arrangements should contact our building or right-of-way office representatives.

That's all there is to it. Remember to schedule timely inspections and comply with the code, and you're set!

Large Projects/Developments. Keep in mind large projects/developments will still be required to use E-plan for submissions regarding any applicable survey certificates, floodplain development permits, energy codes, construction site erosion permits, septic systems, public health approvals, grading, site plans, etc.

Other Code Requirements. Additional regulatory requirements and permits may apply to projects in the floodplain, locations listed on Davenport's Registry of Landmark Property, and the National Historic Registry. Building staff will advise applicants of any additional codes that may apply.

Other Permits. Other permit application(s) and fee(s) are required for land-disturbing activities greater than 5,000 Sq. Ft., sidewalk approach and other work in the right-of-way, sewer connections, electrical, mechanical, and plumbing.
